How does one go about sticking or locking down a thread? I don't see the buttons to do so. I am sure I am missing it.
The Edit button for the first post in a thread has all of those options under it, if you have the permissions to do so (which you do, because you're the admin of your own sub-forum).

I must be blind because I do not see anything under the Edit (yellow) button. Do I need to 'click' the edit button for the option?
Yes. You click the Edit button, and then scroll ALL the way down on the new page that loads up. There will be a vertical list of tabs, one of which says "Publishing." Click it, and there should be checkboxes. One will say "Sticky at the top of lists." Click it, and then save the edit.

The same list of vertical tabs also has a "Comment" section, which you can use to lock down comments for that forum topic.
Now I am really feeling old. I must be losing it because I don't see any of that.
When I click Edit I have the options to change the Subject of the thread or move the thread via a dropdown box. There is a radio button to leave a shadow copy. Then the text box to edit text, then the text format area with options bulleted, then a receive notification by email button, then text noting that default meta tags are in use, then basic and advance tags. Advance tags opens into a bunch of buttons and text boxes to fill out as options.
At the very bottom I have grey buttons that option save, preview, and delete. No other publishing tabs. Is it possible to screen shot what you, and what I am supposed to, see?
It looks like your account permissions were set to make you a dungeonmaster. Look again?
