Gnome Bard

I decided to start with a gnome for the bard class. Gnome is the only core race with the bard class as its favored class, so I thought it would be fitting.

Overall, gnomes are good bards. They're small enough to sneak around (remember, they get a +4 size modifier to Hide checks), and so long as you treat a gnome bard as a spellcaster, their size isn't a huge liability in combat. Avoid melee if you can; bards are better at combat than sorcerers or wizards, but they're not great at it, either. Whenever possible, this NPC should use its substantial advantages in bardic music and spellcasting to avoid fights altogether. 

In a straight fight, your PCs will undoubtedly eat this NPC for breakfast. Its AC, hit points, and attack figures simply aren't up to the challenge of facing a determined group of four or more PCs, and even if you stack an equal number of these gnomes against them, the PCs will probably still have an edge unless the gnomes succeed in turning the members of the party that have a low Will save against the party's spellcasters.

Where this NPC really shines is behind the scenes. At level 20, this is the ultimate BBEG--a +42 Diplomacy check, Bluff in the low 30's, and a Perform (oratory) modifier in the middle 30's all mean that this NPC can not only make level 1 NPCs friendly, but can actually turn them into a fanatical army. A PC could surpass this NPC's sheer skill at interacting with the masses, but only by making a dedicated effort at it, and only by being a bard himself or herself.

In short, the name of the game for this NPC is "indirect conflict." The truth doesn't even matter; if this NPC decides that the PCs ought to be villains, then the PCs will be villains. At low levels, this is a local problem for them. At high levels, it's an international issue. But it's always an issue to which the PCs need to respond, and it's always the kind of issue that the PCs can aggravate by responding violently as easily as they can resolve it.

A few notes about why I chose Perform (oratory):

  1. To stop this gnome from being dangerous, you have to rip out his tongue and make sure that he's not friends with anyone who can cast regenerate
  2. If someone is playing a lute and people start behaving oddly, the natural reaction is "Oh, he's a bard." If someone makes a speech and people start behaving oddly, he's just a politician.
