Elf Fighter

The elf fighter NPC listed below is remarkable for its difference from the dwarf and human fighters that went before it. Elves have a racial +2 to Dexterity and -2 to Constitution, and this featured heavily in my decisions about what weapon and feats to select for the NPC. I'm of the camp that says that no matter how high your AC is, you can never have too many hit points. This fighter is thin-skinned and fragile; but elves are sissies and everyone knows it, so that's okay. Because the NPC is fragile for a fighter, I have opted to make it an archer/sniper with truly nasty damage-dealing capabilities, and then to give it uncomplicated but serviceable melee competencies in case something manages to survive long enough to wave a sword at it. 

Although the conventional wisdom, for people who're planning to produce a sniper NPC, would be to use a ranger with the archery combat style, a fighter offers a lot of perks that wouldn't be available to a ranger-sniper. Most notable among these is that a fighter has access to a great many more free feats than a ranger. This means that a fighter can afford the extra feats to make him or her a credible threat in melee combat as well as at range (as you can see, this NPC is almost as good up close as far away, even if it isn't quite so good at melee combat as the dwarf or human). Additionally, the fighter-sniper has enough spare feats to do this and still take every single archery feat in the core rules--Far Shot among them. At 20th level, this means a great deal, since this NPC's composite longbow has a range increment of 165 ft. At the extreme of its range (1650 ft.) this NPC stands a good chance of killing even mid-level characters with high AC ratings for their levels: a +33 attack bonus is substantial enough that the -20 penalty for attacking from ten range increments away is a mere inconvenience. To extend this advantage even further, a DM may wish to exchange the thundering property on this NPC's bow for the distance property, which bumps the maximum range of this NPC's bow out to a whopping (and distinctly unrealistic) 2200 feet. For reference, a 20th level wizard with Enlarge Spell can only reach 2100 feet.

Although a ranger does enjoy the advantage of the favored enemy damage bonus, most DMs will find that this is balanced out by Weapon Specialization and Greater Weapon Specialization, which work together to force a ranger-sniper to focus on a single favored target race or two, to the exclusion of others.

The fighter-sniper's stealth skills are weak, but only in comparison to the ranger or another stealth-orientated class. I have compensated for the shortfall via cross-class ranks in Hide and Move Silently, and through the use of items that provide bonuses to these skills. At high levels especially, the extraordinary range at which this NPC can attack means that distance penalties to opponents' Spot and Listen checks make up what it lacks in skill. Even if the PCs do manage to spot their attacker quickly, this NPC also enjoys a hefty Reflex saving throw bonus thanks to its excellent Dexterity score, making it likely that the NPC will survive handily if the party's wizard tries to use fireball or some other long-range area attack to bombard him or her out of hiding.

As with all of the previous listings, it's of paramount importance to pay attention to the NPC's potion list. Potions of haste are especially nice for a build like this one, since they simultaneously improve upon three points which are already extremely strong features of the NPC: attacks, AC, and mobility. Haste effects allow for a full attack routine with the composite longbow with a +31/+31/+31/+26/+21/+16 iteration. At 1d8+7/19-20/x3, this is a fearsome proposition which can deal from 8-97 damage before critical hits are taken into consideration. By adding the oil of flame arrow and the NPC's DM-discretional stock of 25 bane arrows into the mix, this hefty damage figure can be augmented even further, to something in the range of 12-144 damage, depending on how many attacks connect with the target.

Keep in mind that this NPC benefits more than most by being teamed with either a strong melee combatant or several NPCs like itself. Also be aware that even though elves are classically at their most comfortable in forests, this build is actually at its best in forested areas butting onto plains or other terrain that allows the NPC to see a long way while remaining in a hiding spot that can't be picked out too easily. Elevated areas (like water towers, for that modern dystopic feel) are also great for an NPC like this one, making it a fine choice for urban attacks.

Finally, remember that this NPC is an elf. It has low-light vision, which means that nighttime attacks are disgustingly convenient for it. If there's a full moon out, it may as well be daylight for all that it matters to an elf, and this means that the NPC can calmly work out windage and yardage on a sleeping PC, and then drop a clothyard arrow right through the hapless character's head. For this reason, you can use a low-level version of this NPC to frighten and demoralize a party of MUCH higher level PCs. I myself have used this aspect of the elf archer's bag of tricks to hunt a party of 7th-level PCs for days through the wilderness, whittling away at them and the personnel of the caravan they were guarding so that they eventually were forced to stop altogether, build a makeshift palisade and berm with the aid of the party wizard's spells, and then light a signal fire to attract attention to their predicament. I didn't have the heart to tell them that the NPCs were actually a little less powerful than they were in a stand-up fight, especially after they refused to go searching through the woods because they were afraid of what was waiting to kill them.
