The Empire uses the island of Arloji entirely as a prison colony.  The island is surrounded on all sides by dangerous coral reefs and the nearby waters are home to all manner of dangerous sea monsters.  In addition, the island resides entirely within a strange sort of naturally occurring anti-magic and anti-psionic zone.  The island serves its purpose very well. Even if someone were to find a way off the island (and it has happened), they would have nowhere to flee except into the Savage Lands, which is a virtual death sentence in itself.

Murderers, rapists, assassins…the inhabitants of the island are a dangerous and savage lot.  There are no guards, nor is there any sort of enforced system of rules.  The prisoners are allowed free reign to kill each other off as they please.  Several different warring factions exist among the convicts, which does much to occupy the population so that no coordinated escape attempt is made.  When a new convict arrives on the island, he must quickly choose a faction to join…assuming he isn’t killed outright.

No one knows how The Empire manages to secure the convicts onto the island.  Some believe that great ironclad ships are dispatched to drop them off.  Others posit that magic must be involved somehow.  Even others believe that the island doesn’t exist and prisoners are either put to work in secret or are executed outright.  However The Empire manages it, no one has yet come forward to explain to the public.
